Today employers are at the forefront of the development of apprenticeships and learning; creating people with workplace skills that are relevant to business and industry. The term ‘Trailblazer Apprenticeship’ is used when a group of employers work together to design new apprenticeship standards for occupations within their sectors.
In April 2017, the Institute for Apprenticeships (IfA) was set up by the Government to oversee and approve all trailblazer apprenticeships in the UK (previously with the Department of Education).
Also in April 2017, the Government introduced the Apprenticeship Levy, whereby employers with a wage bill of >£3,000,000 will pay 0.5% of their staff cost into this fund. These funds - which will get a 10% top-up from Government (England) - can then be drawn upon for training and assessments of apprentices, limited up to a certain maximum funding band. It is estimated that 22,000 UK businesses will be liable to pay the levy, including some ATaC members.
Non-levy paying employers will share the cost of training and assessing their apprentices with the Government. The employer will pay 10% towards to the cost of apprenticeship training and government will pay the rest (90%), up to the funding band maximum.

As a trade association ATaC is working as part of the Trailblazer Group to produce an apprenticeship scheme for asbestos analysts and surveyors.
The Asbestos Analysts and Surveyors Apprenticeship scheme has been designed for any organisation thinking of recruiting new staff to conduct asbestos fibre counting and 4-stage re-occupation tests, bulk asbestos identification and surveying for asbestos containing materials.
This trailblazer apprenticeship scheme will include three RSPH qualifications, which are all Ofqual regulated - RSPH Level 3 Award in Asbestos Surveying, RSPH Level 3 Award in Air Monitoring and Clearance Procedures and RSPH Level 3 Award in Bulk Analysis.
The scheme will also include a number of training modules covering asbestos removal, plans of work and risk assessment.
On successful completion, an apprentice will have a unique skill set.
The apprenticeship standard has been approved, as well as the end point assessment.
